Operational licenses and permits
If state-level corporate filings authorize an entity to conduct business in the abstract, then local licenses and permits are the authorization to conduct specific sorts of operations at specific times and places in a specific manner.
Fairfax Cinema began renovations in 2018, and first applied for a new Certificate of Occupancy in December of that year. It opened its doors to the public on Christmas 2019. Shortly thereafter, it secured the necessary Certificates of Occupancy. Shortly after that, the final health department permits. Fairfax Cinema does not appear to have a license to sell alcohol.
